Team - is the team a group of people who have experience with Block chain, do they have team members who are not only on the tech side but have an understanding of the product they are selling
Product - is there a genuine need for the product, does their timeline look realistic, have they got a prototype out at the moment? Unfortunately a lot of ICOs rely on ideas only, with no proof of concept.
Competition - an inexperienced team, with no product is very unlikely to beat PayPal. The bigger their competitors, the more confident you need to be in the previous points.
Community/social - are they active in their channels? Are their community engaged?
External reviews - find a few reviewers who you trust, what are they saying, what are the reviews on places like icobench.com?
